DEER 2023

This spreadsheet documents the methodology used to transform NormUnit from Cap-tons to Cap-kBTU for the rNCNG HVAC type--one without air conditioning (hence Cap-tons is not appropriate as NormUnit). It is referenced in the 2023 DEER Resolution Appendix section 3.5 and relates to the Resolution main body section D.5.

The Resolution E-5152 DEER2023 Update was in error when it misquoted the EE Policy Manual v6, p. 36 (shown correctly below):

The definition of peak megawatt load reduction contained in the most recently adopted DEER shall be used to estimate and verify peak demand savings values. The DEER method utilizes an estimated average grid level impact for a measure between 2 p.m. and 5 p.m. during a “heat wave” defined by three consecutive weekdays for weather conditions that are expected to produce a regional grid peak event.³⁹ The new DEER peak timeframe of 4 p.m. to 9 p.m. will replace the existing hours on January 1, 2020 (Resolution E-4952).

The DEER version adopted in D.12-05-015 utilizes a 3-day “heat wave” that occurs on consecutive days in June through September such that the three consecutive days do not include weekends or holidays, and where the heat wave is ranked by giving equal weight to the peak temperature during the 72-hour period, the average temperature during the 72-hour period and the average temperature from noon – 6 pm over the three days.

The above definition stands as written. (The highlighted language was mistakenly revised to 4 to 9 p.m within the attachment to the body of Resolution E-5152 DEER2023 Update, p. A-12. The CPUC is pursuing a correction to this resolution.)
